Purpose:      Writes tape marks to a specified tape device.

Use:          INTEGER MTWEOF( MTID ,         Input         INTEGER
                              NOEF )         Input         INTEGER

              MTWEOF    Returns:
                        >0 : Number of Tape Marks written.
                        -1 : System error.
                        -4 : Tape device not open.
                        -9 : Call error.
              MTID      Tape device id returned by MTOPEN.
              NEOF      Number of file marks to write.
