Purpose:      produce the difference table for compressed IRAS fits

Use:          call IRSHRINKTAB( table )  output	INTEGER(256)

              table	the difference table

Description:
	The IRAS data on the HP/DOR are compressed in the same way as 
        when they were send down to the ground station. 
	The logarithmic difference table is returned by this routine.
