Function:     irim_getsigma

Purpose:      read standard deviation from top level of irds

Use:  
int irim_getsigma( 
	fchar		irds,	   IN: name of irds
	float		*sigmap )  IN: overall stddev of stripe fits

Returns: 	>0  : level at which it was found
		<-1 : could not be found where is should be

Description:
	`sigmap' is read from the toplevel.

Comment:      This routine is not callable in Fortran
