Purpose:      set flags for point sources and tails

void irim_flags( 
	fchar		instrument,
	scan_type	*scan )

Description: 
	Two circular buffers are applied to the scan data, one for
	determining glitches and for for point sources. Selected
	points are flagged as either point source, tail or glitch.

Comment:	This routine is NOT callable in FORTRAN
